Job Purpose and Information

The post holder will support the Head of HR to manage and support customers in the delivery of their business objectives by providing professional and timely HR solutions, advice and support for the assigned business areas, with a primary focus on the effective management of Resourcing and Employee Services.

To carry out Records Management duties for Libraries NI HR function in line with statutory requirements as set out by Data Protection legislation and GDPR.

To contribute to the provision of a modern, professional and responsive service to support HR business delivery that aligns to and promotes the ethos of Libraries NI Corporate Vision and Values.

Job Description:

Key Responsibilities

1. To support the Head of HR to deliver an effective and customer orientated HR service to the assigned business functions and foster a culture that supports achievement of Libraries NI Corporate Plan by role modelling core values and leadership behaviours to all staff. Rotation between business areas will be an expectation of the HR Business Partner roles. 

2. Monitor KPI, develop and implement change where appropriate to support effective provision of service area.

3. Lead and support the build and implementation of integrated HR/Payroll systems and standalone HR systems.

4. Keep abreast of changes to employment law, codes of good practices and recommending changes to the HR Policy and Procedures when required.

5. Ensure all processes within the business areas are compliant with data protection legislation including GDPR and Records Management processes.

6. Provide senior HR support to customers, including managers at all levels, in the delivery of their business objectives by providing professional and timely HR solutions, advice and support for the assigned business areas, in the areas of Resourcing and Employee Services.

7. To lead and provide proactive specialist HR advice and support to managers within the assigned business areas in the application of core HR policies and procedures, terms and conditions, employment law and HR best practice.

8. Develop toolkits for managers and team members to ensure co-ordination and consistency of accurate advice between the Business Partner teams through regular liaison and exchange of ideas and best practice. 

9. To ensure effective working relationships with customers, Trade Unions and key stakeholders e.g. Representative Bodies, other Directorates, Shared Services, HR Business Partners and the wider HR team.

10. Contribute to the development and delivery of HR annual business plans for Resourcing and Employee Services functions and contribute to overall HR Strategy.

11. Manage the Resourcing and Employee Services team according to the principles of performance management, attendance management and personal development.

Resourcing

1. Under the direction of the Head of HR to lead on appropriate resourcing solutions and workforce planning interventions including the provision of Agency Workers.

2. To provide professional HR advice and support to management at all levels to ensure the consistent implementation of Libraries NI workforce plans to enable the provision of current and future people requirements in conjunction with resourcing policy and procedures.

3. To ensure that the resourcing team is up to date with latest developments in recruitment best practice and legislative requirements. 

4. To ensure that quality assurance methods are in place and that a high quality service is delivered to customers, that all complaints are handled in a timely fashion, informally wherever possible. 

5. To ensure high quality HR processes and supporting documentation are in place for resourcing activity and that all activity is progressed in a timely manner.

6. To contribute to the design and delivery of Recruitment & Selection training for all panel members and ensure the provision of awareness sessions for staff as and when appropriate, in conjunction with the HR OD&L team. 

7. To develop and produce resource management reports, monitor performance, identify improvements and recommend interventions as appropriate. 

8. To participate in recruitment and selection panels as the HR Rep (voting and non voting) in line with Resourcing Policy and Procedures.

Employee Services 

9. To lead the development of a customer orientated HR employee services team with appropriate systems and processes for dealing effectively with transactional activities (e.g. starters, leavers, pension, absence and leave).

10. To provide professional HR advice and support to management at all levels to ensure the consistent implementation of Terms and Conditions of Employment, Employee Services Policy and Procedures.

11. To develop and produce reports, provide advice, support and solutions to management in conjunction with the Employee Services team to enable effective and timely management of employee services. 

12. To liaise with Trade Unions, organise meetings, where appropriate undertake investigations, compiling reports, taking minutes and acting as HR Rep, updating files and ensuring all parties receive relevant and timely communication.

13. Ensure effective working relationships, partnership working and collaboration with key stakeholders in particular with Payroll, Finance and IT. 

14. Ensure the Employee Services team are adequately trained in relevant systems and processes and identify super users in order to ensure there is a profound understanding of internal systems and processes within the team, while ensuring and overseeing continuous improvement.

12. Ensure the provision of pension returns and provision of accurate and timely information in line with Automatic Enrolment requirements and NILGOSC.

HR Projects and Policy

13. To research, develop, review and implement new and existing HR policies as required in accordance with HR best practice and legislative context.

14. To lead on HR related projects/working groups as directed by the Head of HR to improve service delivery in all areas of work required within the business areas.

15. Assist in the implementation of key Libraries NI projects such as structural change, insourcing/outsourcing of services, changes to terms and conditions, in line with Libraries NI policy and the legislative context. 

16. Records Management Officer for HR ensuring the development and implementation of records management processes in line with data protection legislation.

Resourcing and Learning & Development 

17. To develop and deliver appropriate HR learning and development interventions to line management and staff to develop people management capability and employee awareness as and when required. 

18. Assist in the delivery of resourcing activity, contributing to the workforce planning process and delivery against the same as and when required.

19. To maintain an up-to-date knowledge of developments across a broad range of HR-related activity to include changes to regulations, legislation and national/local terms and conditions of employment (Continuing Professional Development). 

Other Responsibilities 

20. As directed by the Head of HR, to prepare appropriate business cases, tenders and quotations, in line with financial and procurement regulations, policies and procedures and corporate timescales and maintain expenditure in line with budget allocations.

21. In accordance with Section 75 of the Northern Ireland Act (1998), promote good relations, equality of opportunity and pay due regard for equality legislations at all times.

22. To provide a high level of internal and external customer service including taking ownership of customer queries and complaints and following issues through to completion. 

23. To ensure continued and effective working relationships with key internal and external stakeholders including the provision of professional HR services under Service Level Agreements.

24. To represent the Head of HR as required and provide support and cover for the other HR Business Partner(s) to support business continuity.

25. To undertake the duties in such a way as to enhance and protect the reputation and public profile of Libraries NI. 

26. To comply with and enforce all Libraries NI Policies, Procedures and Frameworks, including but not limited to those relating to legal requirements such as equality, health and safety and information governance.

27. To participate in employee relation processes, acting as HR Representative as directed in line with Libraries NI Bullying and Harassment, Discipline, Grievance and Capability Policy and Procedures.

28. To undertake any other duties which may be assigned to meet organisational need and change which are reasonably regarded as within the nature of the duties, responsibilities and grade of the post as defined.

Person specification/Terms and Conditions:

Applicants must provide evidence that, by the closing date, they meet the following criteria:

Essential Criteria

1. Hold a minimum of Chartered Institute of Personnel and Development 
Level 5 qualification or a post graduate qualification in Human Resource Management or equivalent.

2. Hold current professional membership of the Chartered Institute of Personnel and Development.

3. Have at least 3 years’ HR experience in the past seven years working in a HR function providing professional HR advice and guidance to senior management on Resourcing solutions. 

4. Can demonstrate relevant HR experience in successfully leading complex HR change projects in conjunction with internal and external stakeholders.

5. Providing advice and guidance to senior management and staff on complex terms and conditions issues.

6. Experience of having developed quality assurance systems and managing and monitoring these to ensure the provision of a high quality service to customers. 

7. Possess a current driving licence or have access to a suitable form of transport that enables to meet the requirements of the post in full.

Desirable Criteria

1. Experience of working within local government or the public sector.

2. Experience of working with and advising management on NJC and JNC terms and conditions.
 
3.     Hold CIPD Level 7 or equivalent HR qualification.

TERMS AND CONDITIONS
This is a permanent appointment. The successful candidate will be employed on NJC terms and conditions of service and membership of the Northern Ireland Local Government Pension Scheme is automatic for persons eligible to join.  Further information about pensions is available on the NILGOSC website www.nilgosc.org.uk

Annual leave entitlement for the full leave is 26 days (pro rata for part time posts) increasing to 32 days after five years’ service. In addition, there are 12 statutory holidays

Where applicable appointments will be subject to satisfactory completion of all procedural and pre-employment checks.

Where applicable successful candidates will be subject to a probationary period of six months. 

An unpaid meal break of 30 minutes will normally be taken by employees who are contracted to work 4 hours or more per day.

Travelling and Subsistence
Travel expenses at rates approved by Libraries NI will be paid in respect of approved journeys necessary as an employee of Libraries NI.

Mobility Clause
The post will be located in an agreed location, or at any alternative premises as may be reasonably required and may be subject to change following consultation with the post holder.
