Job Purpose and Information

Under the direction of the line manager coordinate the provision of excellent customer care and library services to a geographical area. Provide advice and support in the development, programming, implementation and delivery of physical, out of hours and virtual library services.  Work collaboratively with internal and external partners and stakeholders with responsibility for the effective management for the provision of enhanced library services. Responsible for the promotion and delivery of effective communication and enable change management processes.
 
This post is initially temporary until 30 September 2025, subject to review and may be extended, made permanent, or terminated for any valid reason.
 
Libraries NI is also seeking to create a reserve list of motivated and enthusiastic individuals should the same or similar vacancy arise.

Job Description:

Responsible to: Area Manager
Responsible for: Library Services staff in a geographical area

MAIN DUTIES AND RESPONSIBILITIES

1. Customer Service

1.1 Coordinate, drive and support the delivery of library services through physical and virtual platforms to ensure the highest standard of customer care and satisfaction

1.2 Direct and ensure the use of IT to support effective delivery of library services

1.3 Ensure adherence to library services standards and the delivery of high quality service to library users

1.4 Manage the timely response to customer feedback. Investigate and seek to resolve customer complaints and disputes 

1.5 Contribute to planning, research, implementation and review of core and enhanced library services, programmes and activities


2. Increasing Participation and Widening Access

2.1 Assist in the development and provision of enhanced library resources and services to support agreed priorities

2.2 Represent and advocate on behalf of Libraries NI in meetings with statutory, voluntary, community and private sector organisations, etc.

2.3 Lead and participate in consultation with users

2.4 Participate in working groups on special initiatives / projects with internal and external teams to achieve shared purposes

2.5 Represent Libraries NI and work with partners and other organisations to ensure the development and delivery of library services/ programmes 

2.6 Develop and maintain Libraries NI commitment to equality and diversity in the delivery of library services

2.7 Increase participation through the promotion of library services using all available means including online and community and stakeholder engagement 

3. Staff 

3.1 Manage teams, coordinating the work of staff to deliver excellent library services and customer care

3.2 Ensure there are appropriate levels of staff through ongoing review and management of business need

3.3 Manage teams including attendance, conduct and performance of staff.  Carry out investigations and chair meetings in line with HR advice and guidance.

3.4 Ensure knowledge and skills of staff are developed and maintained through contributing to the planning, delivery and evaluation of training programmes

3.5 Influence positive organisational culture and enable change management processes

3.6 Promote and maintain effective working relationships with others.  Encourage collaborative working, the sharing of knowledge and expertise

3.7 Be responsible for the health, safety and welfare of staff in compliance with legislation

3.8 Participate as a panel member in interview and selection processes.


4. Resources, Systems and Premises

4.1 Assist in the review and assessment of user needs to ensure the effective management and use of resources

4.2 Collaborate with staff and service providers/contractors to identify and resolve problems to ensure continuity of service

4.3 Support the development and management of projects, including capital projects, minor works and maintenance programs

4.4 Assist in the provision and effective use of volunteers, agency workers and partners

4.5 Implement and monitor appropriate standards for vehicle management in compliance with legislation. 

5. Policy, Procedures and Governance

5.1 Contribute to the creation, implementation, monitoring and review of Libraries NI policies and procedures

5.2 Support the development and implementation of Library Plans to ensure the delivery of agreed objectives as set out in Corporate, Business and Service Plans

5.3 Ensure the collation and analysis of management information and report on performance. Produce management reports and business cases

5.4   Ensure recognised standards of good practice and legislative requirements are reflected in service delivery and performance management.

5.5 Ensure risk assessments are carried out.  Report risks, implement controls and assist in the completion and review of Risk Registers

5.6 Assist with the management of delegated budgets to meet agreed objectives

Any other duties relevant to the grade as required by the Chief Executive or his/her designated officer from time to time.

Person specification/Terms and Conditions:

PERSON SPECIFICATION

Applicants must provide evidence that, by the closing date, they meet the following criteria:

Essential

Qualifications:
1.
A third level qualification or higher and at least two years’ experience of managing staff and  resources. 
OR
a minimum of four years’ relevant experience of managing staff and resources . 

Experience: 
2.
A minimum of one  years’ experience in supporting the development or delivery of library services within the last six  years
3. Experience of liaising/working with internal and/or external stakeholders to achieve service objectives
4. Experience of managing and implementing change to meet organisational objectives
5. Experience of promoting and improving customer service to enhance the customer experience.

Other Requirements and Constraints:
6. Applicants must have access to a suitable vehicle (appropriately maintained and insured for Libraries NI business) or other suitable form of transport which will enable the successful candidate to fulfil the requirements of the post to the satisfaction of Libraries NI.
7. Ability to work a mix of mornings, afternoons, evenings and weekends both at base and in other service points as required.
8. Have no criminal record which would prevent working with children or adults at risk.

A professional library qualification 

The above essential criteria will be used for shortlisting purposes. If deemed necessary essential criteria 1 and/or 2 may be enhanced and/or Desirable may be used for shortlisting.

Where a competition identifies more appointable candidates than there are available vacancies, a Reserve List may be created in order of suitability for further appointments within Libraries NI. This may be used for up to 12 months to fill the same or like vacancies with a similar job description and personnel specification and on the same salary scale, normally within the same location/department without further testing of merit.

SHORTLISTING

Only shortlisted candidates will be called to the next stage of the selection process.

SELECTION PROCESS

There will be a two stage selection process which will include a written task and an interview.   

In addition to meeting the essential and, if applicable, desirable criteria, candidates will be expected to demonstrate during the selection process their Knowledge and Skills in the following Key Areas and draw on their Personal Qualities to support their answers.

TERMS AND CONDITIONS
This is a temporary appointment.  The successful candidate will be employed on NJC terms and conditions of service and membership of the Northern Ireland Local Government Pension Scheme is automatic for persons eligible to join.  Further information about pensions is available on the NILGOSC website www.nilgosc.org.uk

Annual Leave entitlement for the full leave year is 24 days increasing to 31 days after five years’ service. In addition, there are usually 12 statutory holidays.

Where applicable the appointment will be subject to satisfactory completion of all procedural and pre-employment checks.

Where applicable the successful candidate will be subject to a probationary period of six months. 

An unpaid meal break of 30 minutes will normally be taken by employees who are contracted to work 4 hours or more per day.

Travelling and Subsistence
Travel expenses at rates approved by Libraries NI will be paid in respect of approved journeys necessary as an employee of Libraries NI.

Mobility Clause
The post will be located in an agreed location, or at any alternative premises as may be reasonably required and may be subject to change following consultation with the post holder.

Excess Fares
If you are an employee of Libraries NI and in receipt of excess fares, this provision will cease on appointment.
